Social and community mobilization is extremely critical in PMKVY. Active participation of the community ensures transparency and accountability and helps in leveraging the cumulative knowledge of the community for better functioning. In line with this, PMKVY assigns special importance to the involvement of the target beneficiaries through a defined mobilization process. DSCs and SSDMs organize Kaushal Melas for candidate prior to the enrolment to provide a know-how and counselling about the courses. Aspiring candidates are then enrolled in the course.
Kaushal Mela is a camp- based approach, used for building awareness and enrolling suitable candidates. Such camps not only disseminate information about various skill training options available under PMKVY scheme, but also outline the possible career paths and potential income generation opportunities.
Rozgar Melas are typically held in large assembly halls with a booth for each employer. Usually, several company representatives staff each booth, standing behind tables as they interact with the job seekers. Rozgar Melas are also organized online to ensure social distancing and easy access to job opportunities from a click of a button. Rozgar Melas range in size from 5 – 100 employers like Airtel, SBI, Toni & Guy, Eureka Forbes, Havells and Samsung etc. In PMKVY 3.0 Rozgar Melas are organized by the DSCs and SSDMs to provide good placement opportunities to the candidates. NSDC and SSCs provide active support in the process.
